Senate proposes N50,000 fine for preaching, hawking in commercial vehicles

The Senate has passed the Federal Road Safety Corps (Amendment) Bill, 2026, prescribing a N50,000 fine for anyone caught hawking, trading or preaching inside commercial vehicles.
The bill, which is now awaiting presidential assent, seeks to curb distractions in commercial buses and improve commuter safety.
Under the new provision, anyone convicted of hawking, trading or preaching inside a commercial vehicle commits an offence and is liable to N50,000 fine.
The amendment also stiffens penalties for other traffic offences. Driving under the influence of alcohol or drugs will now attract N100,000 fine or up to two years imprisonment, up from N5,000.
Motorists who refuse to cooperate with FRSC officials during roadside breath tests conducted on reasonable suspicion risk N50,000 fine, six months imprisonment, or both.
Disobeying traffic lights and road signs, as well as speed limit violations, will now attract N100,000 fine each, while reckless driving attracts N100,000 or two years imprisonment.
The Senate said the review, which lists 52 traffic offences, is aimed at strengthening FRSC enforcement and reducing road crashes.
